On Android 9 (including LineageOS 16), the hotspot IP address is no longer fixed at 192.168.43.1. Instead, a new (seemingly random) IP is used each time the hotspot is turned on. As a result, the original procedure may stop working.
To make it work on Android 9, you must locate the hotspot’s current IP address and then set the default gateway to that same IP for all devices connecting to your hotspot.
